Abstract/Index

This work deals with Metropolitan Cities, new local entities in the italian legal system. The process which has brought to the institution of the italian Metropolitan Cities has been long and complicated; many regulatory measures were adopted until the italian legislator approved the “Delrio” act, which led to the creation, for the first time, of these new local entities, called Metropolitan Cities. Which are their specific features? Metropolitan Cities are provided by the Italian Constitution, at the article n. 114, as Republic’s constitutive entities, alongside Municipalities, Provinces, Regions and the State. However, compared to other local authorities, Metropolitan Cities have many specific features. In a teleological perspective, these entities were thought in order to solve specific problems of metropolitan areas’ administration, the so called “metropolitan question”. It refers to that peculiar areas characterised by the coexistence of urbanized and rural realities, linked by economical and social bonds, showing the need for one government authority only. That was the inspirational idea. But the practical process followed by the italian legislator was totally different. The aim of this work is to put in evidence the main features and the main critical elements of Metropolitan Cities, as they are established by the italian legislator.
