The birth of international trade economic theories. Bullonism and mercantilism: the birth of protectionism is prior the one of laissez-faire. The need for a "new" trade theory. How the "new" trade theory re-opens doors to protectionism. Protectionism or laissez-faire? Why none of the two is the best way to be pursued.
