The EPC evolution: nature, aims, and the relationship with the EC Commission. The European position in international affairs before the EPC. The birth and the evolution of the European political cooperation. The reform of the EPC: from the London report to the single European act. The Commission relations with the US in 1985-1988: not yet a political player. EC Commission-United States: a pure commercial relationship approached with different attitudes. The Commission managing commercial disputes: an experienced and solid player. The Commission political role: either marginal or built on economic relations. The revolutionary times of 1989-1991: the Commission gains political relevance. The Bush administration’s attitude towards the transatlantic relations.
