Literature review and theoretical framework. The effectiveness of targeted sanctions: departing from the narrow focus on behavioural change. The logic of targeted sanctions beyond behavioural change: the signalling purpose. Giumelli’s typology: an operationalizable framework to understand the purposes of sanctions. Case study: the EU GHRSR and the blacklisting of four Chinese officials. Analysis: the logic of EU sanctions over Xinjiang abuses. The variable “THREAT”: a milieu menace in a distant and strategically irrelevant region. The variable “SALIENCE”: limited media coverage and the EU’s long-standing passivity. The variable “COMPLEXITY”: unidirectional violence and strong target. Discussion: the signalling logic of EU sanctions over Xinjiang abuses and a preliminary assessment of their effectiveness.
