Review of the existing literature on governance of GHG emissions from the shipping industry. Fragmentation in global climate governance: contextualizing shipping emissions regulation. The need for coherent global governance of GHG emissions from the shipping industry. Central actors in the governance architecture of GHG emissions from the shipping industry. Other focuses of the current literature on the topic of governance of GHG emissions from the shipping industry and the identification of a research gap. Theoretical framework. Defining fragmented governance architectures. Placing the research on GHG emissions in the shipping industry in the wider context of the concept of fragmented governance architectures. Relevance and appropriateness of this concept for this research. Case study analysis. Scope and objectives of the case study. Analysis of the legal foundations of the UN, IMO and EU. Analysis of the utilisation of the legal competences of the UN, IMO and EU regarding the regulation of the reduction of GHG emissions in the shipping industry. Exploration of the debate in legal scholarship regarding the legal competences of the UN, IMO and EU on regulating GHG emissions caused by the shipping industry.
