Methodology and historical-constitutional background. Methodology and case selection. Political and constitutional development in Georgia and Ukraine. Divergent paths, common struggles: comparing constitutional transitions. Eu accession conditionality: evolution, legal standing and operational toolkit. The historical evolution of EU accession criteria. Legal standing of the Copenhagen criteria and the role of institutions. Pre-accession instruments and further operationalization. Current EU accession instruments. Georgia and Ukraine: national reforms, pre-accession instruments and prospects for membership. Eu eastern neighborhood and regional instruments. Georgia–reform trajectory, obligations under the AA/DCFTA and post-candidacy democratic backsliding. Ukraine: association-driven reform, conditionality and the path to accession. Comparative analysis and findings. The eastern partnership index as a proxy for progress in European integration as a consequence of domestic reforms.
